Former Flintshire Council worker admits voyeurism at county hall

A MAN has appeared in court charged with voyeurism at county hall while a Flintshire Council employee.

Kelvin Wynn, 39, admitted secretly filming a person without their consent at county hall in Mold for the purposes of sexual gratification between May 21, 2012 and July 16, 2015.

He also admitted failing to attend a previous hearing at Mold Magistrates Court on August 4.

Emma Simoes, defending, told Wrexham Magistrates Court that Wynn, of Connah’s Quay High Street, had worked for the council for 15 years before the incident and was “extremely embarrassed” about his behaviour and had lost his job.

Miss Simoes explained he had “worked himself up” on the night before the initial hearing in Mold.

“He had become very anxious, frightened and worried and managed to talk himself out of going,” she added

However Wynn, who appeared in custody, now realised he was “effectively burying his head,” Miss Simoes said.

She asked magistrates to adjourn the hearing for a full pre-sentence report due to Wynn’s lack of previous convictions and the nature of the offence.

Justine Espie, prosecuting, asked magistrates to deal with the failure to surrender to bail charge at the hearing, while Miss Simoes asked for it to be dealt with at a later hearing to avoid Wynn paying two sets of costs.

Magistrates’ chairman Leslie Taylor fined Wynn £50 for failure to surrender, which was deemed paid to due time served.

However Wynn must pay a £150 criminal court charge and a £20 statutory surcharge.

Magistrates adjourned the voyeurism case to a hearing at Mold Magistrates Court on September 1.

Mrs Taylor asked for an all-options pre-sentence report to be prepared and said magistrates would reserve the right to pass the matter to the crown court for sentencing.

Wynn was bailed with a condition not to have any contact with a person involved in the case.
